Perpres 111 lists LGBTQ as a nonmilitary threat
Gerindra backs the policy, while Yusril says it gives the government a basis to curb the spread of LGBTQ.
Presidential Regulation No. 111 of 2025 on the 2025-2029 General Policy on National Defense places the spread of lesbian, gay, bisexual, transgender, and queer (LGBTQ) culture in the nonmilitary threat category. The regulation, signed by President Prabowo Subianto on Oct. 24, 2025, lists LGBTQ in an annex analyzing threats, along with separatism, terrorism, radicalism, online gambling, illegal online lending, illicit trade, and narcotics abuse. In the House of Representatives, Gerindra Party spokesman Bahtra Banong said the party supports the regulation. In Malang, Coordinating Minister for Law, Human Rights, Immigration, and Corrections Yusril Ihza Mahendra said Perpres 111/2025 provides a basis for the government to counter the spread of LGBTQ.
