Pentagon puts Alibaba, Baidu and BYD back on China military list

Why it matters: The 1260H label can block Pentagon contracts and research funds and often foreshadows tougher US trade curbs.

The Pentagon restored Alibaba, Baidu and BYD to a US list of Chinese companies it says support the People’s Liberation Army, reviving a designation that briefly appeared in February before being withdrawn. The June 8 Federal Register update also put memory chipmakers ChangXin Memory Technologies and Yangtze Memory Technologies back on the 1260H roster. The list has limited immediate legal force, but the Defense Department uses it to limit military contracting and research funding, and investors often treat it as a warning sign ahead of broader restrictions. Tencent Holdings was added in 2025. Alibaba and Baidu have previously rejected US allegations that they support China’s military.
