Norway will provide Ukraine with $9 billion in 2027, matching this year’s record level of support as Baltic and Nordic leaders gathered in Kyiv. Prime Minister Jonas Gahr Store said most of the money would go to Ukraine’s military. The pledge comes as President Volodymyr Zelensky warns that the armed forces face a $27 billion shortfall. He also pressed the European Union to move up part of a 90 billion euro loan to help cover financing needs in 2026. Zelensky said that without roughly $10 billion by the end of this year, Ukrainian troops would not have enough weapons ahead of another winter of war with Russia.
