From 2027, coal and palm oil exports must go via PT DSI
Private exporters may still ship through end-2026, but must file electronically; the new system will be reviewed within three months.
The government will require coal and palm oil exports to go through PT Danantara Sumberdaya Indonesia starting Jan. 1, 2027. The rule is set out in Permendag No. 15 Tahun 2026 for coal and Permendag No. 16 Tahun 2026 for palm oil, both effective since June 1, 2026. During the transition period through Dec. 31, 2026, exporters that still hold registered exporter status may continue to ship goods on their own, but must submit export documents, sales contracts and related data electronically to PT DSI through the DJBC export service system. The Ministry of Trade said the new governance arrangement will be evaluated in the first three months of implementation. For ferroalloy, the government is granting an exemption for non-BUMN exporters with contracts with the government, subject to certain conditions and a continuing surveyor report requirement.
