MUI criticizes 2027 hajj plan: pilgrims pay only 40 percent
The proposed split would cover Rp64,2 juta of the Rp107,34 juta cost per person with BPKH investment returns.
MUI criticized the proposed 2027 hajj cost scheme that would require pilgrims to pay only 40 percent of the Biaya Penyelenggaraan Ibadah Haji of Rp107,34 juta per person. MUI Deputy Chairman Cholil Nafis said the approach blurs the principle of istithaa'ah, under which hajj is mandatory only for Muslims who are physically, mentally and financially able. He said it is inaccurate to call the plan a subsidy because the remaining cost would not come from the state budget, but from nilai manfaat generated by pilgrims' deposits managed by BPKH. Under the plan proposed by the Kementerian Haji dan Umrah, pilgrims would pay about Rp42,8 juta, while about Rp64,2 juta would be covered by nilai manfaat. That mix reverses the previous hajj season, when pilgrims paid about 62 percent and nilai manfaat covered about 38 percent.
