MPR prepares 3 legal paths for PPHN, UUD 1945 amendmen
The law option is seen as the weakest, while the PPHN concept was submitted to President Prabowo Subianto on 3 August.
MPR is preparing three legal paths to make the Pokok-Pokok Haluan Negara (PPHN) binding: an amendment to UUD 1945, a MPR decree, or a law. In the latest discussion at the parliamentary complex, the amendment and MPR decree options were viewed as the strongest, while the law route was seen as vulnerable to a challenge at the Mahkamah Konstitusi and to changes by the next administration. MPR Chairman Ahmad Muzani said finding the legal form is important after a 2023 Mahkamah Konstitusi ruling limited the binding force of MPR decrees outside the institution. Deputy Speaker Bambang Wuryanto said the MPR's PPHN concept is final and now awaits input from the government. The draft was delivered to President Prabowo Subianto on 3 August.
