Mendagri praises BSPS “Tender Rakyat” during Bandung home upgrade
The open shop-selection model displays material prices publicly, and leftover funds can be returned for residents to decide how to use.
Minister of Home Affairs Muhammad Tito Karnavian said the Open Shop Selection mechanism, or “Tender Rakyat,” strengthens transparency in the Bantuan Stimulan Perumahan Swadaya (BSPS) program during a home-renovation review in Desa Cilampeni, Kecamatan Ketapang, Kabupaten Bandung, Jawa Barat, on Saturday (25/7). During the visit with Minister of Housing and Settlement Areas Maruarar Sirait, Tito checked the list of building materials and the prices offered by shop owners. He said the system encourages price competition because the lowest bid is selected, while any remaining funds can be returned to residents to decide how to use them. Tito also pointed to the policy of waiving building approval fees and BPHTB for low-income people to support housing construction and regional economic activity.
