Komnas HAM urges recognition of corruption victims in law review

Komnas HAM is urging revisions to the Law on the Eradication of Corruption Crimes to recognize the public as victims of corruption and give them legal standing to seek remedies. In a study launched in Jakarta on Tuesday, July 21, 2026, Commissioner Uli Parulian Sihombing said law enforcement has so far focused too heavily on recovering state losses. Corruption also affects access to education, damages the environment and disrupts public services and infrastructure. Komnas HAM recommends aligning the Tipikor law with the Human Rights Law and the United Nations Convention Against Corruption, including opening access to restitution, compensation, guarantees of nonrecurrence, access to justice and the Victim Assistance Fund.
