Kemenhub revises aviation rules ahead of ICAO audit
The government acknowledges the biggest hurdle is regulation, including the 2009 Aviation Law, which is seen as needing revision.
The Ministry of Transportation is overhauling national aviation regulations ahead of an International Civil Aviation Organization (ICAO) audit expected in late 2026 or early 2027. Agustinus Budi Hartono, director of air transport at the Directorate General of Civil Aviation, said the changes are needed to align Indonesia's aviation safety and security standards with evolving global rules. He acknowledged the biggest challenge lies in answering audit protocol questions tied to national regulations, especially Law No. 1 of 2009 on Aviation. The ministry has also asked for support from the Indonesian National Air Carriers Association (INACA) and airline operators. In the 2024 audit, Indonesia posted an Effective Implementation score of 88.53 percent, above the global average, and later received the Council President Certificate from ICAO President Salvatore Sciacchitano in 2025.
