Iran Rejects Opening Peace Talks if U.S. Threats Continue

Tehran cited Article 13 of the Islamabad memorandum, in force since 18 June, hours after Trump reopened the military option.

Iran said negotiations to reach a final peace agreement with the United States will not begin if threats against Tehran continue. Foreign Minister Abbas Araghchi on Monday cited Article 13 of the Islamabad memorandum, which he said clearly requires final talks to proceed only without threats. The 14-point memorandum, mediated by Pakistan, took effect on 18 June after it was signed electronically by President Iran Masoud Pezeshkian and President AS Donald Trump. Araghchi's statement came hours after Trump said Washington was ready to use military force if diplomacy failed. The message came as Iran was still mourning the death of Ayatollah Ali Khamenei, who was reported buried after a series of ceremonies in Teheran and holy cities.
