OJK allows DHE SDA as collateral, adds 16th custodian bank
Loans backed by DHE SDA may count as performing and be exempt from lending limits if the funds stay in Indonesia's financial system.
Otoritas Jasa Keuangan is opening the door for banks to use foreign exchange earnings from natural resource exports, or DHE SDA, as cash collateral for financing, as long as the funds remain in Indonesia's financial system in line with the portion and tenor set out in the PP DHE SDA. OJK Banking Supervision Executive Chief Dian Ediana Rae said the policy has been conveyed to banks in a letter dated 25 Mei 2026. Under the scheme, loans backed by DHE SDA can be classified as performing and excluded from the maximum lending limit, provided they meet OJK's cash collateral requirements. At the same time, the government has expanded the number of custodian banks for DHE SDA to 16 with the addition of Bank OCBC NISP. Airlangga Hartarto said the list now includes five state-owned banks and 11 private banks.
