Immigration agents detained the captain charged in a New York Harbor boat capsizing that killed a 27-year-old mother and her 5-month-old daughter. Manuel Hernandez, 46, had already faced New York reckless endangerment charges and now faces two federal counts of misconduct and neglect of a ship officer resulting in death, each carrying up to 10 years in prison. Authorities allege Hernandez, an El Salvador national, entered the United States illegally and falsely claimed U.S. citizenship. Prosecutors say the Aug. 8 trip near the Statue of Liberty carried 14 people on a vessel with a 10-person limit, and the boat lacked a life jacket for the infant. Twelve other passengers were rescued.
