Government Delays Mandatory Halal Certification for MSMEs Until 2028

The new deadline moves two years later after the 1.35 million free halal certificates target for 2026 was not met.

The government has delayed the mandatory halal certification requirement for MSME operators until 2028, from the original deadline of Oct. 18, 2026. MSME Minister Maman Abdurrahman said the postponement followed an instruction from President Prabowo Subianto after the government received appeals from business operators still struggling to meet administrative requirements. According to Maman, the 2026 quota for free halal certification under the SEHATI program run by the Halal Product Assurance Agency, or BPJPH, reached 1.35 million for MSMEs, but the target has not been achieved. The government is now preparing a middle-ground mechanism so the obligation under Law No. 33/2014 on Halal Product Assurance can continue without adding to the burden on small businesses.
