Expert urges RUU Perampasan Aset be renamed
He paired the proposal with 10 safeguards, including an independent court ruling and the burden of proof remaining on the state.
Public policy expert Bambang Harymurti called for the nomenclature of the RUU Perampasan Aset to be changed to RUU Melindungi Aset-Aset Rakyat dan Pemulihannya during a public hearing at Komisi III DPR in Jakarta on Selasa. He said the core of the bill is to return stolen public assets, not merely seize property. Bambang also proposed 10 “pagar pelindung” so the state’s authority does not turn into a tool of injustice, political intimidation, or new corruption. Among them, permanent confiscation must be decided by an independent court, seizure without a court ruling must be limited to extraordinary circumstances, third parties acting in good faith and joint marital property must be protected, and the state must still bear the burden of proof.
