DPR speeds Asset Forfeiture Bill, aims to pass it by Dec. 15

The debate is focusing on tight limits for non-conviction asset seizure, with court oversight and safeguards for victims.

Commission III of the DPR continues deliberations on the Asset Forfeiture Bill and is targeting passage of the measure no later than Dec. 15, 2026. The working committee led by Habiburokhman has kept holding public hearings, including with Jamdatun Kejaksaan RI, KAMMI, and academics from Universitas Lampung. In the latest talks, the non-conviction based mechanism, or asset forfeiture without criminal conviction, drew attention. Academic Budiyono said the scheme should be used only in a limited way, with a strong link between the assets and the crime, independent court oversight, and room for objections from affected parties. Other disputed issues include rules on illicit enrichment and protection of property rights so that efforts to fight crime do not undermine the presumption of innocence.
