Dewan Pers pushes copyright law revision for AI news royalties
The draft revision would require commercial use of journalistic works to be licensed, while social, education and research use remains allowed.
Dewan Pers is pushing for a revision of Undang-Undang Nomor 28 Tahun 2014 tentang Hak Cipta so AI companies and technology platforms must pay royalties when using journalistic works for commercial purposes. Dahlan Dahi, head of the Digital and Sustainability Commission at Dewan Pers, said news has been used to train algorithms, underpin information distribution and trigger the zero click phenomenon without compensation to media outlets. He said the practice erodes the economic rights of press companies and threatens the verification function of information. Dewan Pers is now in close communication with the Kementerian Hukum to draft a provision that places the economic rights of journalistic works with press companies. Under the plan, commercial use would require permission and a license, while use for social, education and research purposes would still be accommodated.
