Bahlil assigns Lemigas to prepare Russian oil imports

The plan, tied to Perpres 26/2026, opens a channel for crude, fuel and LPG purchases through government-to-government deals.

Minister of Energy and Mineral Resources Bahlil Lahadalia has assigned Lemigas to prepare an energy import scheme, including crude oil from Russia, as follow-up to Presidential Regulation No. 26 of 2026. Bahlil said a BLU in the energy sector will be used to manage imports of crude, fuel and LPG so the supply chain is shorter. He said the mechanism would allow government-to-government, or G-to-G, transactions, then be followed up in a business scheme by the state. The move is also linked to a commitment to import 150 million barrels of oil from Russia, to be carried out in stages through the end of 2026, following President Prabowo Subianto's visit to Russia. The regulation signed on April 30, 2026, also gives BLU and Pertamina room to import in urgent situations in line with the energy minister's determination.
