Pigai proposes civilians fill Police managerial posts
The proposal is tied to the 2026 Police Law revision and would limit civilian roles to finance, HR, technology and management.
Minister of Human Rights Natalius Pigai has proposed that the Police Law revision make room for civilians to fill certain posts in the police institution. He stressed the idea would not open the way for civilians to become National Police chief, but would apply to finance, human resources, technology development, planning and other managerial functions. Pigai said the idea draws on civilian oversight, which he said has long been practiced in several developed countries. He also linked it to the principle of reciprocity, because TNI and police personnel have long been able to hold civilian posts. According to Pigai, civilian involvement in non-operational posts could encourage more substantive Police reform and reduce the divide between civilians and armed officers. The Police Law revision is included in the proposed 2026 Priority National Legislation Program in the House of Representatives.
