Automatic Promotion to End Starting in 2027/2028 School Year
Schools will judge grade promotion on academics and character development, while ministerial rules and technical guidelines are still being drafted.
The Ministry of Basic and Secondary Education will begin implementing a policy ending automatic grade promotion in the 2027/2028 school year. Minister Abdul Mu’ti said a draft ministerial regulation and technical guidelines are being prepared as the basis for implementation in schools. He said the promotion mechanism will not rely only on mastery of subject matter or academic achievement, but will also take into account students’ character development. Abdul Mu’ti said the previous policy drew complaints from teachers, while students’ academic performance was still seen as needing improvement. He also said the plan has been presented to President Prabowo Subianto and has received approval.
